Board Additional Appropriations Hearing
On July 9, 2026 at 6:00 pm at Kosciusko County Courthouse - Old Courtroom - 3rd Floor, 100 W Center St, Warsaw, IN 46580, the Kosciusko County Council will hold a public hearing and vote on a resolution to approve an $87,000 Additional Appropriations Request for Milford Public Library.
The Milford Public Library Board of Trustees is requesting authorization for up to $87,000 in additional appropriations during 2026 to address several significant facility and technology maintenance needs. These projects represent necessary investments in the library's infrastructure and are intended to ensure the continued safety, reliability, and accessibility of library services for the community.
The library anticipates four primary projects during 2026.
The largest anticipated expense is approximately $45,000 for repairs to the library elevator. The library also anticipates spending approximately $30,000 to replace two heating and air conditioning units serving the lower level of the building. An additional $7,000 is expected to be needed for information technology infrastructure updates. Finally, approximately $5,000 is anticipated for repairs to exterior lighting systems. These figures are based on preliminary estimates received from service providers and represent the board's anticipated maximum costs. Actual expenditures may vary. The library will obtain comparison quotes and follow all applicable purchasing requirements to ensure the best value for taxpayers. While project planning is still underway, the library is seeking appropriation authority now so that funds will be available when the projects move forward.
The library has spent several years preparing for major maintenance needs by identifying capital improvement priorities and setting aside funds specifically for facility preservation and unexpected expenses.
As of May 31, 2026, the Library Improvement Reserve Fund held $37,092.96, including $8,867.83 in cash at Lake City Bank and $28,225.13 invested through Trust Indiana.
As of the same date, the library's Rainy Day Fund held $314,961.73, including $10,033.49 in cash at Lake City Bank and $304,928.24 invested through Trust Indiana.
These reserve balances demonstrate the board's long-term commitment to responsible financial planning and stewardship of public resources. The additional appropriations request would allow the library to utilize funds that have already been accumulated for the purpose of maintaining and preserving library facilities and infrastructure.
